01. crop your base to 100x100 px and situate as you deem nescassary.

02. Duplicate the base three times. Set them as follows:
screen 100 [if your image is dark to begin with, you may need to screen again]
soft light 100
pin light 100

03. Make a new layer and fill with #04152c and set to exclusion 100

04. Layer > New Adjustment Layer > Selective Colour:
REDS: +100 -6 -31 +34
YELLOWS: +100 +24 -19 -52
NEUTRALS: +35 +15 -5 0

05. Duplicate the base again and set to saturation 70

06. Make a new layer and fill with #775520 and set to colour 40

07. Duplicate the base yet again and set to luminosity 30

08. Layer > New Adjustment Layer > Selective Colour:
REDS: -100 0 -20 0
NEUTRALS: -15 -15 -10 -25

09. Layer > New Adjustment Layer > Curves
POINT ONE: Input 113, Output 96
POINT TWO: Input 209, Output 206

10. Layer > New Adjustment Layer > Colour Balance
MIDTONES: -50 -5 -10
SHADOWS: -25 -9 +2

11. Duplicate the base and set to linear burn 30 [if your picture is dark, set it to darken 30]

you can stop here, or you can add text or a texture.
I went ahead and added this texture and set it to colour dodge 100.
